Committee to Ratify the Right of Secession Amendment
From the Declaration of Independence:
"When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation."
Who We AreThe Committee to Ratify the Right Of Secession Amendment, or ROSA, is a group of Americans who believe that the right to secession is an inalienable human right, as fundamental and necessary to a free society as the rights to life, liberty, and pursuit of happiness. While we believe that this right is implicit in the US Constitution, we feel that it should be made explicit with a constitutional amendment, in order avoid unnecessary confusion. We are a non-partisan organization, and while we will endorse individual candidates who support secession & the amendment, we will not support political parties and organizations. We believe that citizens of all political ideologies and philosophies have valid reasons to want secession.
The Amendment
"The sovereign authority of any State to withdraw by law from the
United States shall not be questioned, and the United States shall
recognize it as a sovereign and independent country."
Our Plan
Ratify the Amendment- There are two ways to propose a constitutional amendment. First, an amendment can be proposed by the Congress by a two-thirds majority vote in both the House of Representatives and the Senate. Alternatively, two-thirds of the state legislatures can call for a constitutional convention for the purposes of proposing amendments to the Constitution. (Since the Constitution was ratified, there has never been a sufficient number of states calling for a new convention to convene one.)
Once an amendment to the Constitution has been proposed, it must be ratified to become "valid to all Intents and Purposes, as Part of [the] Constitution." Article V specifies that an amendment can be ratified by either three-fourths of the several state legislatures or by three-fourths of specially appointed state ratifying conventions.
Introduce Secession Legislation to State Legislatures- As far as we know, no state has a legal mechanism for seceding from the United States. In order to secede in a safe and orderly fashion, individual states will need to establish laws and procedures for seceding.
Push for Secession- If you are interested the ROSA Committee, there is a good chance that you want to secede from the US, rather than just ensuring the right for others. After we have the means, we must follow through and actually push for secession. Naturally, not all states will want to secede, or even a majority of them. We will need to regroup our members into a few states, chosen on a variety of factors. We will then push for secession in these selected states.
